[AC-AISVC-RES-09~15] config: 将默认运行时模式改为 AUTO

- 修改 ModeRouterConfig.runtime_mode 默认值从 DIRECT 改为 AUTO
- 系统将根据查询复杂度和置信度自动决定使用 ReAct 模式还是通用 API 模式
- 短查询 + 高置信度 -> 使用 DIRECT 模式
- 复杂查询或低置信度 -> 使用 REACT 模式
